BIOGRAPHY
William Lumpkins, Senior Member of IEEE, is the
Director of Engineering at Pragmatics Technology Inc.,
a Semiconductor Test Engineering & Integration company.
William attended engineering courses aboard the Nuclear
Aircraft Carrier, the Carl Vinson, during the first Gulf
War. He has a classical electrical engineering and computer
science background from New York University & Maryland
University College Park. William founded the IEEE Dallas
Section's Consumer Electronics Chapter in 2004 (www.dallasces.org)
and is serving on the Consumer Electronics Societies BOD
as First Vice-President.

BIOGRAPHY
Dr. Chiariglione originated and chairs the Moving
Pictures Experts Group (MPEG), the ISO standardisation
group which produced the MPEG-1, MPEG-2 and MPEG-4 standards
that support rich-media applications on diverse delivery
systems, MPEG-7, that supports advanced search and retrieval
of audio-visual content, MPEG-21, the Multimedia Framework
and newer standard families such as MPEG-A, Multimedia
Application Formats. Dr. Chiariglione also originated
and chaired the Digital Audio-Visual Council (DAVIC),
the Foundation for Intelligent Physical Agents (FIPA)
and the EURASIP journal "Image Communications" and was
Executive Director of the Secure Digital Music Initiative
(SDMI). Dr. Chiariglione is currently engaged in the Digital
Media Project (DMP) whose mission is "to promote continuing
successful development, deployment and use of Digital
Media that respect the right of creators and rights holders
to exploit their works, the wish of end-users to fully
enjoy the benefits of Digital Media and the interest of
various value-chain players to provide products and services".
He is currently CEO of the consulting company CEDEO.net
that advises multinational companies in the area of digital
media.
Dr. Chiariglione obtained his Ph.D. from the University
of Tokyo, and graduated in Electronic Engineering from
the Polytechnic of Turin.

BIOGRAPHY
Wayne C. Luplow
is Vice President, HDTV Standards and Promotion, for Zenith
Electronics Corporation, a wholly owned subsidiary of
LG Electronics.
A charter member of the Academy of Digital Television
Pioneers, Luplow is active in the Consumer Electronics
Association (CEA), currently serving as Chairman of the
Video Systems Engineering Committee, Chairman of the CEA
Technology and Standards Council, and member of the Video
Division Board. In conjunction with his Zenith responsibilities,
Luplow also is active in industry-wide HDTV activities,
including the Boards of Directors of the Advanced Television
Systems Committee (ATSC) and the ATSC Forum, which promotes
digital television around the world.
Recognized worldwide as long-time digital television industry
leader, Luplow was Zenith's representative for the "Digital
HDTV Grand Alliance" research consortium, which was formed
in 1993 and developed the industry-standard digital television
broadcast system. His experience includes six years as
head of the company's HDTV research program, leading the
Zenith-AT&T technical team that developed the original
"Digital Spectrum Compatible" HDTV system. He also played
a leading role in the FCC's Advisory Committee on Advanced
Television Services.
A Life Fellow of the Institute of Electrical and Electronics
Engineers (IEEE), Luplow serves as editor of the IEEE's
Transactions on Consumer Electronics and has contributed
articles to Transactions, IEEE Spectrum and other publications.
Luplow is a 2006 recipient of the prestigious IEEE Masaru
Ibuka Consumer Electronics Award. He also is an elected
member of the administrative committee of IEEE's Consumer
Electronics Society and has been publications chairman
for the Society since 1976.
Luplow joined Zenith in 1964 as a research engineer. He
was named group leader of circuit applications for hybrid
integrated circuits in 1968 and section manager of advanced
TV development in 1972. He was promoted to director of
quality, reliability and safety engineering in 1974, and
director of component and reliability engineering in 1977.
In 1987, he was named executive director of electronic
systems R&D and engineering services. He was promoted
to division vice president research and development -
advanced television systems in 1991, to vice president,
consumer electronics engineering and HDTV in 1993, and
to his current position in 1996.
Before joining Zenith, he was employed by RCA at the David
Sarnoff Research Laboratories in Princeton, N.J.
Luplow earned a Bachelor of Science degree in electrical
engineering from the University of Wisconsin in 1962 and
a Master of Science degree, also in electrical engineering,
from the University of Pennsylvania in 1964.
A native of Milwaukee, Wisc., Luplow and his wife, Judy,
live in Green Oaks, Ill. They have four adult children.
Zenith Electronics Corporation, based in Lincolnshire,
Ill., is a long-time leader in consumer electronics technologies
and a pioneer in digital HDTV, having developed the "VSB"
digital transmission system at the heart of the ATSC DTV
Standard adopted by the Federal Communications Commission.
Zenith's Emmy-award-winning technologies include TV remote
control, stereo TV, flat CRTs and HDTV. Zenith merged
with global electronics and mobile communications leader
LG Electronics Inc. in 1999. |
